Why is Australia Capping Foreign Student Enrollments?

The Anthony Albanese government’s recent decision comes in response to a surge in migration that has put pressure on the housing market of Australia. According to the new rules, universities in Australia will now be able to enrol only 1,45,000 new international students while 95,000 foreign students will be able to take up practical and skill-based courses. From 2026, the Albanese government will promote the development of new student housing universities to support the growth of both domestic and international students. For the other universities and non-university higher education providers, the total number of new international student enrollments in 2025 is expected to be around 30,000.
